What a week for democracy in action! 100% voter participation, 100% committed to 2019, 100% more work for your illustrious Commissioner next year, starting even sooner than ever.
The good news? We are that much closer to becoming a year-round league (not a league that does nothing but Twitter polls, but a league with off-season personnel management AND off-season content!), all but ensuring we get one massive step closer to my personal life goals.

Obviously, once all votes were cast, the first thing I did was see how everyone is feeling about the Commish… to my surprise, only 35% of people surveyed said I make them angry! If you remove anyone with the last name Morabito, that percentage dips allllll the way to 21%. Unfortunately, that 35% is actually up 7 points from 2018, so I have work to do…
Also, I thoroughly enjoyed the additional suggestions section at the back of the survey, which included nuggets on how to improve the league, including:
Cash bribes;
More statistical analysis in the Riff Raff Ramblings columns;
In-person events;
Requiring all owners to write at least one column; and,
Maybe the owners can stop being such d*cks to the commissioner.

Meanwhile, in 2016 and 2017 combined, GMRRFFA owners proposed a modest 35 rule changes while accepting 51% of those proposals. Obviously, the 2018 rendition of the Riff Raff said, “Hold my beer and let’s make this as complex as possible” before introducing 33 total proposals. Despite that inordinate number of proposals, league owners actually approved a lower percentage – just 45% of proposals – which seems normal until you remember what we did sign off on… here's a quick look at the 15 new rules for 2019 (a full tabulation of all proposals is at the end):
Proposal 1: Adding 1 additional bench spot to 7 open spots to active roster
Proposal 5: Limiting the number of D/STs on a roster to two per team
Proposal 9: Allowing for $0 FAAB waiver claims
Proposal 14: Eliminating a tax on any trade involving future draft dollars that is $5 or less
Proposal 15: A new proposal that each team can trade as much as it likes, provided that it always keeps a minimum of $225 future draft budget balance (Commissioner’s Note: This one is going to go to the ad hoc rules committee as it fails to highlight penalties for said infractions.)
Proposal 16: A new proposal to allow for offseason trades of players, with an offseason trade window.
Proposal 17: A new proposal to allow for current season Free Agent Auction Budget dollars to be traded as part of any trade, and taxed under the current season’s trade dollar tax rules
Proposal 18: Clarification that eligible players for keeper status must be on your roster at the onset of Week 13 and remain on roster through the conclusion of the season.
Proposal 19: A new proposal would change keeper value to be based on initial draft amount, or FAAB amount, whichever is greater
Proposal 23: A proposal would cap keeper retention at three years total, regardless of said players being acquired by new owners.
Proposal 24: For championship playoffs seeding, the head-to-head tiebreaker only applies if TWO teams finish with same record. If its three or more teams, Points For would be the top tie breaker
Proposal 25: In the unlikely scenario in which two teams tie in the playoffs, the winner will be decided by the highest scoring individual player from either team.
Proposal 26: A new proposal would advance top 4 scoring teams in Week 14 to Week 15 and bracket would be determined by overall Points For
Proposal 28: A new proposal would distribute 75% of the tax to the LB6 winner and 25% of the tax to the LB6 runner-up.
Proposal 32: The championship team chooses one team that will be automatically placed in the opposite division from the champion in the upcoming season.
Man, that’s a lot. Its hard to tell where everyone’s heads were but its pretty clear that a few things stand out – first, owners are good with the current status of starting roster sizes. Two proposals to add new WR and Flex positions were trounced, as was an effort to remove kickers or penalize owners for removing starters.
Second, the consensus wants an even playing field on keepers. Two key provisions were wildly supported to adjust keeper values and retention, ensuring parity among owners and removing any doubt of collusion from trades among a handful of dubious owners. Adopting both proposals was of great moral consequence, and the integrity of GMRRFFA is now protected.
Finally, the LB6 process needed adjustment, and not just in the bracket, which received a much-needed revamping. The LB6 runner-up now gets some love and owners overwhelmingly supported removing a regressive tax structure on low-dollar trades that inflates the LB6 pot.
In any case, we are already gearing up for an intense 2019 – I’ve added the tabulations for all proposals below, but a sincere thanks to everyone who participated, whether through introducing thought-provoking proposals, engaging in debate or simply voting.

Proposal 8: Beginning in 2019, a new proposal: A legal lineup must be fielded by every owner each week that will remain filled through the conclusion of the NFL games scheduled that week. A legal lineup should not include any players on IR, players declared out more than 24 hours prior to their game, players or DSTs on bye or empty roster spots. Failure to field a legal lineup as outlined above will result in a deduction of 10 points for each starting roster spot left empty by the offending team for that week's game. Players that are declared out less than 24 hours prior to their scheduled game but remain in the lineup will not be considered a violation of the legal lineup rule (Tito Galen)

All other in-season trade rules apply, except for trading of draft dollars, which will be prohibited during this time. Since the ESPN system will not be live during the offseason, trades must be emailed to and agreed to via email to the commissioner by the trade deadline, and then communicated by the commissioner to the league. The commissioner will manually adjust rosters prior to the beginning of the season to reflect any trades.
